I think it is because free software philosophy is not popular. Open source and open core are the only two popular things.

Free software is also extremely difficult to understand for many people. Because it is not about software development. It is all about human freedom. It is 100% social movement.

But it is different with open source. It had positioned itself as software development methodology with a single purpose: building superior software than those proprietary ones.

Developers found open source concept much easier to grasp than free software. Easier to practice as well. Hence its popularity.

And of course, open source is extremely friendly to the business. Free software is far from it.

Free software movement focuses on freedom, but not friendly to the commercial world.

Open source movement emerged from free software movement. It replaced freedom with software development methodology. It is absolutely friendly to the commercial world.

Open core is the natural next direction of open source. It is friendly to the commercial world, but it is also friendly to the pocket of the developers.

Next, returning to 100% proprietary software as a way of life.
