The other frequently suggested programs are <a href="https://mastodon.social/tags/LibreOffice" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>LibreOffice</span></a> Draw and <a href="https://mastodon.social/tags/Inkscape" class="mention hashtag" rel="nofollow noopener" target="_blank">#<span>Inkscape</span></a>, but both don't preserve/edit the PDF, but import/export it.</p>
