#HangTrekSolved by @listless. I knew that wouldn't take long, especially with all the Gs coming from the next poll.
ANSWER:
“A swaggering, overbearing, tin-plated dictator with delusions of godhood”
—Korax describing Kirk in “The Trouble with Tribbles”
This is from the monologue that starts the big bar fight after Korax finally insults not Kirk, but the Enterprise, earning Scotty’s wrath. Korax opines that “earthers” are soft like Denebian slime devils. But not Kirk!
“Kirk may be a swaggering, overbearing, tin-plated dictator with delusions of godhood, but he’s not soft.”
This scene, though not the specific line, was reused in #StarTrekDS9 in “Trials and Tribble-ations,” so it wouldn’t be obvious which episode in which series it came from.
@listless you may start the next puzzle, nominate someone else to do so, or pass.
#HangTrekSolved Answer Spoiler!

They don’t call it, “GAAAGH!” for nothing.
@davemq it's all yours.
#HangTrekSolved by @qlp. Nicely done.
“Acting Grand Nagus Brunt”
(DS9 S6E23 “Profit & Lace”)
Spoken repeatedly by various characters as sort of a running gag throughout the episode.
Take it away, @qlp.

This round of #HangTrek is now #HangTrekSolved! @Zotmeister has correctly identified the phrase:
SOULLESS MINIONS OF ORTHODOXY
They hounded the work, and plagued the existance, of Dr. Elias Geiger. You can learn almost nothing about them in the DS9 episdoe "In The Cards" (S5E25), quite possibly my favourite episode of #StarTrek.
I hope everyone enjoyed this puzzle, I loved putting it together! :) What a fab idea - thank you @chrysomeles
As the winner of this #puzzle, it's up to Adam to run the next game or nominate someone else to do so.

It said by Weyoun to Odo in the Star Trek: Deep Space Nine episode "Treachery, Faith and the Great River".
