What’s Schedule F? It’s a proposal by the Trump Administration to remove safeguards that ensure federal civil servants are a politically independent body.

Imagine the career civil servants who safeguard drinking water being selected by Nestlé after they’ve paid for a fancy dinner at Mar-a-Lago. Imagine Chevron choosing the clean air regulators at EPA after they’ve made a big donation to JD Vance. Schedule F is a fucking disaster.

    1. I oppose this proposed rule in its entirety, and every section of the proposed rule, as it allows for the reintroduction of a "spoils" system to the federal civil service. The proposed rule allows any given Administration to replace the nation's professional cadre of policy experts who serve the Constitution across Administrations with individuals who subordinate their duty to the Constitution and the law to partisan loyalties.
    2. I oppose the creation of the Schedule Policy/Career as a new category of Excepted Service under 5 CFR Part 213. Moving career civil servants into a category of at-will employment makes those civil service positions vulnerable to political manipulation and influence, including by putting those employees at risk of termination should their efforts to uphold the federal oath of employment to defend the Constitution conflict with a political appointee's belief that the employee has failed to "faithfully implement administration policies to the best of their ability," as required under the proposed amendment to Sec. 213.3501(b).
    3. I oppose the amendment of 5 CFR part 752 that removes the right of career civil servants to appeal the transfer of their position into an Excepted Service category, including the proposed Schedule Policy/Career category. The removal of such protection violates the Fifth Amendment due process rights of federal civil servants, specifically by removing the employees' interest in their tenure protections. See Cleveland Bd. of Educ. v. Loudermill, 70 U.S. 532, 541 (1985).
    4. The proposed amendments to 5 CFR Part 213 and 5 CFR part 752 are, additionally, contrary to Congress's intent to create a merit-based civil service free from undue partisan political influence, in accordance with the Civil Service Reform Act of 1978 and the Civil Service Due Process Amendments Act of 1990. Congress has determined that an effective and efficient federal civil service must be protected from partisan and improper influences. The current Excepted Services categories are intentionally limited and narrow in scope to properly carry out Congress's intent. OPM may not choose to disregard Congressional mandates in the manner proposed in this rule."

In the waning days of the first Trump administration, the White House announced a plan to convert an estimated 50,000 government employees to a status similar to political appointees—meaning that they would become “at will” hires who serve purely at the president’s pleasure. Schedule F, as this plan was known, was never implemented then and was revoked immediately under Joe Biden’s presidency. But now the policy is back, formally resurrected by executive order on April 18. If this new-look Schedule F survives the inevitable court challenges, it will mark a major step forward in a MAGA quest laid out by J. D. Vance in 2021 to “fire every single mid-level bureaucrat, every civil servant in the administrative state,” and “replace them with our people.”

As I've mentioned a few times, the Trump regime is undoubtedly aware that there will be opposition inside the US federal workforce to its plans to repurpose the machinery of state to accomplish objectively fascist objectives. Which is of course why they're also working to give Der Leader the power to purge anyone who won't enact their heinous ideology in government, and presumably replace them with Heritage Foundation-trained obedient little nazis; as was leaked during Trump's 2024 election campaign.

As this Common Dreams article notes, this plan was originally called Schedule F when Trump tried to enact it near the end of his first term, but the fascists haven't abandoned the project because it's a vital step in enacting their reactionary, Christian Nationalist agenda. Now Trump is attempting to progress this ideological purge and restacking scheme forward under a new title, "Schedule Policy/Career," to ensure nobody with a conscience inside the government sticks around long enough to object to their fascist activities.

On some level, what the regime is attempting to do here amounts to a "jobs for cracker Republicans, and nobody else" program. But none of the stories about Trump politicizing the American government can be properly contextualized in a vacuum. The fact is that this is a fascist regime, attempting to force the entire US government to enforce a fascist "unreality" on society that would justify and enable their Christian Nationalist plans and intentions. Every single horrible thing Trump wants to do, every single idea the nazis want to turn in its head to harm rather than help people, becomes easier if the regime can purge opposition from the government and stack thousands of civil service positions with folks who ideologically support all this fascist bullshit.

Such #CivilServants in #nonpartisan roles traditionally have had #JobProtections that shielded them from the political whims of whoever was in the White House.

But #Trump & many of his backers have long believed the #ConspiracyTheories that a "deep state" of Washington bureaucrats was undercutting his agenda.

Toward the end of his first term, Trump signed an EO establishing a #ScheduleF category for federal employees.

The #Trump admin on Friday will announce that it's moving ahead with a new rule, previously known as "#ScheduleF," that will make it easier to remove federal employees it believes are undercutting Trump's agenda.

By stripping #CivilService protections from about 50k people — roughly 2% of the federal work force — Trump is continuing his far-reaching effort to *trim the federal bureaucracy* & make it more answerable to him.

“Those are the types of things that need to be thought through so you’re not — you’re not having to scramble or do that later on.”

This early preparation includes creating documents to facilitate the “largest deportation in history” and to
💥deploy the military to “maintain law and order” against civilian protesters.

Vought elaborated that the mass deportations were part of a plan to “end multiculturalism” in the country.

As a hardline conservative, Vought has pushed to implement harsh #austerity measures throughout the country.

The Washington Post reported that Vought advocates for eliminating trillions of dollars of reductions in “anti-poverty programs such as housing, health care and food assistance.”

He has called for massive cuts to Medicaid and floated future cuts to Social Security and Medicare.
